Malaysia Employment Pass salaries changed: check the new band before accepting an offer

New and renewal applications from 1 June 2026 face revised salary bands. Compare the contract with the correct Employment Pass category and employer requirements.

An overseas job offer for Malaysia should be assessed against the Employment Pass rules in force when the application is submitted. Malaysia's Expatriate Services Division says revised salary requirements apply to new and renewal applications submitted on or after 1 June 2026.

That makes an older salary guide a poor basis for deciding whether a late-2026 offer is ready for a permit application.

Match the offer to the revised band

The general monthly basic-salary bands are RM20,000 and above for Category I; RM10,000 to RM19,999 for Category II; and RM5,000 to RM9,999 for Category III. The FAQ excludes allowances from the salary calculation and identifies a RM7,000–RM9,999 Category III band for covered manufacturing and manufacturing-related services. Check the sector-specific requirement. The announcement also introduces a structured duration framework and succession-plan requirements for Categories II and III.

These are category requirements, not a promise that every contract meeting the minimum will be approved. The ESD explains that the relevant authorities must approve the expatriate position before an Employment Pass can be issued.

Ask the employer for the permit plan

Before resigning from an existing job, ask the prospective employer which category it intends to use and which components of the agreed remuneration count for the application. Request the salary and duties in a signed contract rather than relying on a recruitment chat.

Check whether the employer is discussing a new application, a renewal or another type of pass. A professional visit and employment by a Malaysian organisation are not interchangeable descriptions.

Review timing as well as salary

The official FAQ addresses transitional treatment of applications submitted before implementation. Anyone with an older pending or returned application should check that guidance against their actual submission history instead of assuming a historic offer preserves the old rules.

Keep the contract, job description and employer correspondence together. Resolve discrepancies before filing, especially if the advertised package differs from the amount the employer intends to declare. Treat permit approval and the permitted start of work as distinct milestones in the relocation plan.
